To the Citizen Delegate of the Commune for the Interior and General Security.
Citizen,
Considering that in order to benefit from the protection of the Geneva Convention, it is necessary to fly its flag, I would kindly ask you to provide me with a Geneva flag that I will hoist next to that of the Commune on the dome of the Palace.
I would also need 6 red pennants and 6 Geneva pennants for the ambulances of the Reserved Garden.
