The final quarter of the 19th century marked the peak of the French colonial empire. There was a great need for rewards, but the Legion of Honour alone could not meet this demand. The decree of May 10, 1896, integrated five existing orders in the colonies into the national orders. They thus became national orders awarded by the President of the Republic upon the recommendation of local Governors and Resident Generals. On May 23, 1896, the advice of the Legion of Honour Order Council became mandatory for appointments. The Order of Cambodia, the Order of the Black Star, the Order of Nichan el-Anouar, the Order of the Dragon of Annam, and the Order of the Star of Anjouan were then integrated. The Tunisian and Moroccan orders remained beylical and sherifian orders. The same was the case in Madagascar, Cameroon, Syria, and Lebanon, where the orders remained local, some of which still exist to this day. It was not until the decree of December 3, 1963, that colonial orders were abolished.
