Art. 3 - The French people are summoned in their elections to participate from December 14 until the following December 21.
Art. 4 - A state of siege is declared throughout the first military division.
Art. 5 - The Council of State is dissolved.
Art. 6 - The Minister of the Interior is responsible for the execution of this decree.
