" My prince,
I have the honor to send you, by order of Monsieur, some preliminary instructions on the execution of the order of April 15 which grants rewards to the National Guards of the Seine Inférieure and which you must have received with a dispatch from His Royal Highness, dated the 16th of the same month.
(...) You will also receive, shortly, a regulation from S.A.R. which determines the method according to which the patent establishing the right to wear the decoration which is the subject of article 2 will be distributed; but as the dispatch of this regulation may experience some delays, HRH authorizes you to grant to the officers & National Guards whom you deem worthy of this favor, provisional authorizations to wear this decoration, of which you must first submit a model to the approval of the Prince. On article 3 of the order of March 26, having fixed January 1 and July 15 of each year for appointments or promotions in the Royal Order of the Legion of Honor, as soon as the Minister of the Interior has informs Monsieur the number of decorations which may be granted to the National Guards in the next distribution, His Royal Highness will inform you of the share that the department of Seine Inférieure may have (...)
As for article 4, The Prince has just established a general model of flag which will be uniform for all departments, this model will be printed and will be sent to you immediately; you will then have to adapt the particular colors either of the city or of the former Province of which your department is part & to submit to His Royal Highness the particular model (...)
